Instagram Alt text option not showing

The option to add alt text under advanced settings is not showing on my account. When I go to advanced settings after I have added images and caption I go to advanced settings just before I post but the option for alt text is not there. Same for both iPhone and iPad. I have deleted the app and reinstalled but still the same.
