People Folder in Outlook no longer contains any Contacts

Hello. I hope someone can help me. I have Windows 10 and Microsoft Office Professional Plus 2016. When I open the "People" folder in Outlook, it is empty. When I start a new message, type in a name, the contact appears in the "To" line. I checked my iCloud settings and only Photos have been backed up. It will not allow me to access Contacts. When I try, this message occurs: iCloud for Windows did not install properly and I am instructed to repair the app. I have repaired it several times without any change. When I tried to download iCloud for Windows again, the message was: "This has already been downloaded". My contacts are resident in my iPhone. My questions are:
1. How do I copy Contacts from my iPhone to Outlook?
2. How do I repair or replace iCloud for Windows without losing data currently stored in iCloud?
