Phished on Instagram

Hello,
HI! I am locked out of my Instagram for being phished and I no longer have access to the email in which my is connected to. I have used the service where I send a picture of myself with a passcode they gave me. They verified my identity and sent me a link to rest my password BUT the link never works and is still locking me out even after I change my passcode. Anyone know how to solve this thanks!
