Reels not available still, tried everything

Can someone help me get reels rolled out to my account? If you or someone you know professionally fixes this kind of problems, please contact me and I'm willing to pay a small fee if applicable (and successful).

I live in Canada, and still don't have reels in my account yet. Being a content creator, its seriously frustrating to be lagging behind.

Heres the list of things that I already tried and did not work so please don't tell me to do these:
1. Deleted and reinstalled the app
2. Logged in logged out
3. Enrolled into beta program
4. Cleared cache
5. Reported problem to instagram 5 times
6. Checked that my account location is set to Canada

Any help is appreciated.
