ACER - XC-704 Desktop Issue on Startup

Hello Experts

I have an ACER XC-704 desktop that has a problem on start-up.

When I push the start button, the screen stays black for a while, then turns blue, with the circle of dots that turn clock-wise and it stays like that. The screen flashes from then on with the circle in the centre.
I cannot get into the BIOS using F2 or F8.
I tried removing the BIOS battery and re-inserting after a few minutes but still the same issue.

Any assistance would be greatly appreciated.

The issue is sort of like the below but with a desktop. The solutions did not work.
