Instagram Shopping Viewing and Buying limited to a specific group

Hello,
I have a question about Instagram shopping. Can you set it up so that only a particular group can buy products but everyone can view them. For example, I want Singapore and Philippine users to view the products but only Singapore users can buy them. Is this possible?
