Some followers can’t reply to stories

My settings are enabled for my followers to be able to reply. But some followers do not have the comment box to reply- only the heart and paper airplane. Is there any setting that would allow some followers to reply, but not all? I can’t find where you even could just allow some (not all) followers to reply? Thanks in advance.
