Jump drives no auto install format all

I am currently working on a Dell Inspiron 1520 with Windows XP Home with SP3. The computer looks to be refurbished or very well maintained as inside and outside the computer is clean.

Every time you plug in a new jump drive it will not auto install the drivers for them. Also once they are installed (manually) if you try to access the drive it says it needs to be formatted. So i inserted a jump drive that i did not mind being formatted except that windows said it could not format the drive. ( quick and non quick ) So i went into device management to see what drive letters they were. I changed them to R and Z ( had 2 jump drives in system). But still the system wants to format the drive.

I found a problem a while back with a registry entry that would cause all jump drives to be write protected and non usable. I searched for this entry but it did not exist.

Does any one have any suggestions as to what i should look for next?
