Connecting to internet via icon shortcuts

Hello,

Using Windows Vista and all of the sudden I can't access websites through the shortcut icon. I have checked to ensure my Lan Setting is not checked for Proxy but other than that, I'm at a loss. I have, addionally, deleted the icons and reestablished them to no avail.
