Nightmare with Classic OS 9.2

I have several Macs but the one i use as my workhorse is a PowerMac G4 running OSx 10.4 11. I recently had to replace a bad hard drive which meant I had to re install the system.. After doing so I needed to install OS 9.2.2 which I did because I still use pagemaker and I can not run it on my newer macs. It will run on Classic OS9 and have been doing so for many years with no problems. However today after installing Classic Os 9 onto the drive I have OSX 10.4.11 on I can not get the computer to start up in OS9. I usually do so by going to system preferences and selecting the start up drive, which it does show OS9 but starts in OSX instead. Driving me crazy, P L E AS S E HELP Thanks in advance.
