Transpose column data every 9 cells

Hello,
I have 2 columns to transpose. The column A contains Date1..Date9..repeated. The column B contains the data I need.

Country xxxx
State asas
.......
ZIP code eirei
Country bnnn
State mmm
.......
ZIP code eirei
The transpose fields is repeating every 9 lines.
I try to select 9 cells, and using this formula {=TRANSPOSE(B1:B9)} and press CTRL+SHIFT+ENTER. It works, but this is occuring every 9 lines and so on.
