Access is denied. (code: 5) in admin\sec_dir_permissions.php

Hello,

When I login to my OsCommerce control panel and goto the Store Logo I receive this "Access Denied" warning.

I have had to delete the User: Admin and recreate it again, but am unable to change the Security Directory Permissions. I think due to the GoDaddy/Starfield site being a windows server and unable to use ftp like FileZilla to change the security permissions.

How do I get around this issue and change the Directory permissions since GoDaddy is using this 3rd party starfield mysql service, below is the message I receive when I go to "My Store Logo"

Warning: opendir(D:/Hosting/10616326/html/,D:/Hosting/10616326/html/) [function.opendir]: Access is denied. (code: 5) in D:\Hosting\10616326\html\admin\sec_dir_permissions.php on line 22

I am using Windows 7 / Firefox 21.0 and have programs using FileZilla and also DreamWeaver CS3

Any help would be greatly appreciated.
