Windows xp keeps RESTARTING

My windows XP, upon starting will go to the "We apologize for the inconvenience, but windows did not start successfully. etc. etc." No matter what i choose from---

Safe Mode
Safe Mode with networking
Safe Mode with Command Prompt

Last Known configuration

Start windows normally

---The computer will begin start-up then simply return to this same screen. I have been trying to reinstall windows xp with no success.
