Wierdest problem i have ever seen

Ok my little brothers laptop is connected to the wifi and his skype can connect and loggin . however the rest of his applications cannot connect such as his internet explorer or google chrome . normaly troubleshooting computers is no problem for me but not once have i ever seen this error . when you try opening a browse the only thing it will do is tell you page unavailable
