I cannot acccess to 192.168.1.1

Sir I beg to say that I am using EVO 3G BROADBAND HUWEI of PTCL and I am trying to setup my broadband usb using 192.168.1.1...
Now i cannot access to 192.168.1.1.
What is the reasons sir??
I am using Windows 7,
Can you help me sir to get access to 192.168.1.1??
I shall be very thankful to Kioskea.net Users...
