Creating automated Attendance

Herewith enclosed Attendance sheet which I am trying to figure out. Here are my few queries as of now:

1. Firstly I want to put restriction on RH (if more than 2 is there in total.)
2. Similarly I want to restrict CL not more than 3 in continuation.
3. If no leave is in balance so negative balance should not be shown instead they should adjust leaves from other leaves in balance so basically popup an be run in that case.
