Can't connect to the internet

Help! i can't connect to the internet. i usually use my phone as a hotspot for my laptop's internet connection. lately i am unable to connect to the internet even though the wifi is connected and the signal is full. i have the same problem when my laptop is connected to my phone through usb cable. both chrome and internet explorer can't connect to the internet. i use avg and i can't find any virus. i tried using my phone as a hotspot for another computer and it still works. any help is appreciated. thank you!
