Help in Duplicating Row Info based on adjoining Cell Response

Hello,

I am seeking assistance in determining the best way to complete a worksheet wherein I need to create a new row which duplicates some information within that row based on the response in an adjoining cell.

Example:
Project A Jane Doe Completed
Project B John Doe Not Completed

As Project B was not completed, once the user enters "Not Completed", Excel would then automatically populate "Project B" "John Doe" on line 3.

Project A Jane Doe Completed
Project B John Doe Not Completed
Project B John Doe
