InsydeH20 computer it will not start

Hello, I have a problem with my computer.

Then I start my computer it will not start as it should do instead he gets in a I dont know some sort of a control panel?
Do I not need to have a disc or anything, can I somehow restart the whole computer without the disc?

HP... im not good at this so please try to make it understandable for me, And sorry if my english grammar is bad.

Answer this question..
1) would your computer starts and show the screen?
2) All desktop icons showed up?
3) what error it shows?

Then i start my computer... the first thing that pops-up is a black screen that says "Boot Device Not Found"

Sometimes it decides to work and sometimes not

ok open the case of your cpu and try to adjust the power cable that connecting to the hard disk as well as SATA/IDE cable..
Note: Switch off the pc before adusting..

Mine is on a Dell Laptop and I don't know how to open it, but in my bios it does say something about a sata not being there or something. I have never work on t g e inside of a laptop yet, but willing if knew how to get it open without messing it up. It's a Dell Inspiron 5520.
