Error message

Hello, i get the following error message and dont know how to fix it or find some kind of resolution. im locked out and when trying to receive some kind of text message or phone call, that doesnt work either! look for yourself, http://postimg.org/image/kfr0fxhk9/full/ ive waited for more than 2 weeks and nothing has happened or improved, what can i do? what should i do if by trying to receive text messages and phone calls just doesnt work? can someone like a gmail expert please tell me. thank you.
