I need help with conditional formating and VB [Closed]

OK so i have been trying to figure this out for a while and I am stumped.

I have 2 columns 1 collum will have either M,Q,Y,S in them. these will not change.
Second column will be where you in put a date. for M,Y,S is easy to use conditional formating in but Q is quarterly. and i have to check to see if what quarter TODAY is in and then figure out if the date entered is in which quarter. if it is not this quarter to be shade the cell red and if it is shade it Green, Teal is used for Monthly when getting close to the next month. M,Q,Y,S are scattered and new rows will be added at a later time. I think that making a sub function would be the easiest but im not sure. i would like to if possible have one function do every thing.
M- monthly
q- quarterly
Y- yearly
S- Simianually

I am using excell 2003 with no addons. and im not allowed to upgrade.
