HP presario Compaq CQ61 does not turn on

My HP presario Compaq CQ61 does not turn on...at all. I tried everything, removing battery pressing power button etc. When I plug it in its turned off, I press power and the power LED flashes 3 times then starts flasing continuously every second. Laptop never turns on. Please help :)
