Quotation Mark Key not working on Chromebook

I have an old Chromebook that I hadn't used in a while. I started using it again because I had to type essays for school. When I started to type in a quote, the quotation mark key wasn't working. Confused, I pressed it a few times, and this symbol popped up instead of the quotation mark.
I haven't a clue as of what that is. I thought that perhaps that key was simply broken, so to test it, I tried to type an apostrophe (which, for those of you who don't know, shares the same key as a quotation mark). The first time I clicked it, nothing came up, like with the quotation mark, but when I pressed it again, the correct symbol popped up. ( ' )

If someone knows a fix to this, that would be awesome. My teacher is very big on quotes, but, alas, I am unable to type in the correct symbol.
