Screen is black and blank

Hello,
My laptop Dell inspiron upon poweron "blink the first three lights and after that no responce, screen is black and blank, No window litup, then after sometime (1-2 minutes) beep starts. beeps are of 4-No's then interval then 4-no's beep what should I do?
