Who is responsible for green volume bar at the bottom of my page

Hello,

Please tell me who is responsible for the green volume bar at the bottom of my homepage and how do I remove it, forever? It's not functional and even if it was, I do not want it anyway. It took me an hour to remove it the first time now it's back, I HATE IT!!!
