Toshiba Laptop gives a bunch of codes and restarts.

Hello, I reset my Toshiba laptop using the power-0 format. When i did this my computer reset and now when i try to use it and click run windows normally it doesnt work. It gives me a bunch of codes and restarts. I dont know what to do or how to get windows back onto my computer.
