Internet connected, but can't connect

I have been trying to fix this issue for about 4 hours. I have the "internet connected" symbol but I can't use my browsers. I can ping Google.com, and I'm certain my modem and router both work. I have tried clearing my dns, winsock, etc. I have reset and configured tcp settings over and over, I have basically done everything every other post on this has offered, to no avail. At first I though it was a virus, however I can't launch malwarebytes for some odd reason, but the problem persists in safe mode with networking so I can only assume it's not a virus. Any help is appreciated with this problem, thanks in advance

Also have tried with multiple Ethernet cables, router modem combinations
