Goofy problem with my laptop

I have an Inspiron 14R laptop. Lately it has occasionally doing this thing where it has a vertical line of circles on the left hand side of the screen. Everything kind of jiggles around and I can't use my touchpad or my touch screen. The only thing I can do is shut it down.

Does anyone have any idea of what can be causing this? I did a virus scan and didn't find anything.
