Dell Inspiron E1505 Not powering up

I replaced motherboard , cmos battery cr2032 and upgraded ram now it will not power up. 3 lites come on for a rew seconds and nothing , l tried with battery in and out same thing. What else can I check? Dell Inspiron E1505
