25% of a cell if text in another?

Hello,

I was wondering if someone could help me with the formula for 25% of a cell if another cell has text in it to give me the sum total of a range of cells?
IF: A1 "L" THEN 25% OF B2

SUM OF B-COLUMN
Something like this example.
