Policy problem window xp. I have turned on No interact Lo

I have turn on biometric req to log in to windows it wont allow interactive {regular} log in for any account so built in and main and a earned one I got to work. I can use a lenix boot disk and list all the files on that drive and I cant get in to registry with lenix tool but there I run into trouble from command line I just dont know how to change group policy from command line
