Wallpaper, taskbar & start menu only, no desktop icons

Hello,
Windows 10 - sometimes when I boot my computer, the desktop icons are not showing up. I get the wallpaper, taskbar and start menu, but only only the power button works. Once I select restart, it takes approx 3-4 minutes to restart. Then it comes up fine. This is happening about 70% of the time.
