Gta 4 problem in pc

hiii i would like to ask a qestion that i installed gta 4 on my pc its ram is 4 gb and intel core i3 and amd grapics but in i game i go to menu and click start there only appers some photos for hours and not even a loading bar.what should i do
i go to option i see warning my graphics are too much they say so reduce a red bar with 242/27 whats that plźzzzzzs help me
