Stuck while playing GTA 4

Hello,

I am using Windows 7 ultimate.RAM-1 GB,Graphics-300 MB,32 bit,Pentium dual core. GTA 4 is full of stuck and videos are played like slideshows.Can I fix the problem by just increasing RAM to 5 GB and graphics to 1 GB?please reply in urgent
