The Password Helper says my password can't be reset online - If you've tried using the Password Helper and weren't able to get access to your account, other recovery options may not be available. We know it can be frustrating to see the fail page, but in these rare cases, we recommend creating a new account.

It’s easy to recover Hotmail password using an alternative email address or phone number linked to your account. You will get a verification code on either alternative email address or recovery phone number. And if you don’t have access to any of them, you have still last option ‘Hotmail password recovery form‘ left. You have to prove your ownership of Microsoft team using this option.
