I live in a remote area and have been through 4 providers in 6 months, and cannot send or receive voice calls. Internet and texting works fine. I am now with a carrier that uses WiFi Calling. My phone indicates it has a VERY strong (72Mbps) Internet and WiFi signal, (Router is only a few feet from device) but when I try to connect with WiFi Calling, it reports 'Cannot connect' (no reason, of course). I spent hours on the phone with support for the carrier, my ISP and even the modem mfr, and after all sorts of resets and settings checks, no one has an answer as to why this is happening. Any guesses?
