Windows 98 can't get the hard drive to boot

Hello,

i got a Toshiba NB505 notebook Laptop in win 98 dos but even using sys.com from a boot diskette in drive A: i can't get the hard drive to boot for itself it keeps looking for the boot up files from the A: drive and your factory reset does nothing in dos it seems , i held the power button down and tapped or kept my finger on the zero key the most it did was displayed HDD Recovery mode and then boots up from the A: Drive and all my files are still there on my partitioned hard drive , is there a program to restore the hard drive so it'll boot up from it once i again partition it and format it with the format c: /s switch which puts system boot files on it like io.sys , msdos.sys and command.com
