Bluetooth pairing/sharing

Hello,

Under the device manager in my pc HP elitebook 8540 it shows Bluetooth USB but under the network and sharing it only shows Ethernet and WiFi but doesn't show Bluetooth could this be the reason why I can't send files via Bluetooth from my PC windows 8.1? Please help.
