EXCEL - blank or contains zero

Hello,
I am looking for the formula to solve this issue and return my answer in cell D:

if the value in cell A is less than or equal to cell B then return value of cell A otherwise return value of B but if their is an entry in cell C that is less than the result of the A/B test then return its value but if cell C is blank or contains zero return the smallest value of cell A or B
