QQ International cannot get connected

I have installed Tencent QQ International but cannot get connected to a known QQ member nor can they find me. I can see other users online but not the one I am looking for. Also I get server time outs and bad gateway error messages try some of the other functions like connecting to the QQ web site to ask them for assistance. What am I doing wrong? What should I try?
