QQ server inaccessible

QQ give me server time out or access errors for Today function or when trying to contact customer service.

Maybe related; I have the QQ ID of a friend in China. Entering that in Find Friends shows their profile but request for chat never finds its way to that person. Also, my friend cannot find me on QQ even with my ID number. Any idea what is wrong? I suspect it may be due to some issue with my networks access to Chines servers but don't know what to do about this. Any suggestions?
