Lenovo 100-15IBY 80MJ Won't Start

Hello, Can you help me with my Lenovo Power Problem ?
when i click or push the power button it response, The LED Glow and sometimes it continuously blinking but it won't open.. i tried to open it and clean my Laptop.. and do the :
1. remove the battery and disconnect the charger
2. push and hold down the power button for 30 seconds
3. replace the battery and power cord
and still it won't open..
and my laptop has a built in battery..
any suggestion ?
