Gmail account is not receiving new mail

Hello,
My gmail account is not receiving new mail. The help I've found online so far indicates access to 'settings' being in the upper right of the gmail screen. I cannot find it there or anywhere. Using Windows 8.. This worked fine until a few days ago, so I figure something in settingS?
