Safe to remove hardware icon missing win7 desktop

My computer has lost the "Safe to remove hardware" icon in the ??? (what's it's name??) area. I have two relatively new icons there -- Seagate Dashboard and Glary 5 Utilities, as well as a resumed one -- carbonite. Is there a SAFE downloadable executable file to run and reinstall the link to shutdown the USB drives and SD cards?? Any other simple process to do this or to achieve the same goal without the same executions?? Can this action be put on the desktop or does is need to be in that lower left area??
