Rejected not Blocked

Hello,
Can someone Please help me
I accidentally swiped left and rejected my brothers phone from calling my phone. Apparently there's a difference from blocking and rejecting, which I did not know. It's not blocked; it just keeps rejecting. In my contacts there is no circle with the line through it but when he calls it goes straight to vm. I talked with Samsung and Sprint and neither one could help me. I have a Samsung Note 5.
