Conditional formatting in googlesheets

Hello,

I'm using Google Sheets, not sure how big of a difference will be.
I'm trying to use conditional formatting between two columns, and I'm not exactly sure how.
If cell C2 contains 1, then Cell I2 should contain 4. If so, highlight green. If not, highlight red.
If cell C2 contains something other than 1, the value of Cell I2 does not matter.
Is there a way to do this?
