Fans turn on but no response from USB devices

So I had my computer frozen when I was trying to play some games, then I turned it off from the power button because it was unresponsive. So later I turn it back on and it all the response I get from it is the fans and somehow when even the computer isn't on the lights on my keyboard are still on. I don't even know what to do anymore.

All the solutions I tried so far are:
Unplugging and replugging ram and things alike like the hard drive and such.

Unplugging power cord and holding power button.

Clearing the cmos with the jumpers and the battery method.

And that's all pretty much, I was also this weird noise with the fans, kind of like the computer is booting up then shuts down kinda sound.

If anyone has a solution please let me know and if you don't I will go to the shop and pay for repairs, but that is the last resort. Thanks for trying to help my problem.
