My Dell Desktop

My dell desktop just stopped over there ! After the DELL screen, "Loading bar" at minimum and not progressing, Right top corner "F2 Setup" and "F12 Boot Options", But nothing happens actually on pressing these keys. The Key board is active and checked it by Caps lock key. It is a Inspiron 3647 mini tower.

I removed all connections and restored one by one all USB connectors, opened up, replaced the button cell also but still the same . Can anyone help ?
