"The connection has timed out" msg

Hello,
I have this situation but it is worst when I make the change in the post with the same label (Tools---> Advanced ---> Network ---> Connection Settings ---> "Use system proxy settings").
This issue happens with other browser too.
Thanks in advance for your help.
