Toshiba update issue

My computer said hi updating please do not shut down something about making Internet safer. Looped that message for 15 mins. Shut down. Log on came up but then goes to black screen with the bottom bar flashing . Avg pc tuneup comes on the screen.

Laptop is Satellite L755
